I think the Democratic Congress is going to put pressure on the executive branch to re-allocate its military resources away from Iraq over the next six months. The most logical place to then focus troops would be in Afghanistan and wherever the trail for bin Laden may take them.
I don't see this happening at all. Maybe Defense Secretary Gates will surprise me, but I have no faith in the foreign policy decision making of President Bush or Vice President Cheney. I've been reading "State of Denial" by Bob Woodward recently and Defense Secretary Rumsfeld and Cheney come off terribly. I worry that they collectively did serious damage to the top levels of the DoD.
No way President Bush catches him. He's not even trying. For instance, he shut down the CIA operation that was focused on bin Laden.
